The Charlotte City Council approved significant changes to water and sewer rates Monday night, with most users paying more and heavy users - many of whom do extensive lawn watering - getting a discount.
The discount stems from sewer rates hitting zero after water use hits a threshold. The rates are designed to smooth out revenues for the water managers (who apparently can't seem to save when revenue is high and borrow from their savings when revenue is low). The unintended consequence, of course, is that everyone has an incentive to become heavy water users.
