More than 90 percent of the electricity used in Kentucky and Indiana comes from burning coal. Kentucky is the third-largest coal-producing state, while Indiana ranks eighth.
President Barack Obama has said he will propose in Copenhagen that the U.S. aim to reduce emissions by 2020 to 17 percent below 2005 levels.
Obama also said he favors a goal of reducing emissions 83 percent by 2050.
Similar targets in legislation that passed the U.S. House would mean a $10.50 monthly increase in three years for typical LG&E and Kentucky Utilities home customers, the utilities have said.
By 2020, the increase would total $18 per month.
Commercial and industrial rates would go up even more — as much as 39 percent in 2020.
The federal Environmental Protection Agency has said that the bill would cost households $80 to $111 per year — while its opponents have estimated much larger costs.
