From an editorial in the Wilmington Star*News:
Wilmington politicians and staffers haven't been spending money on boring stuff voters can't see. Which is why Wilmington voters have recently seen filth gushing into their streets, yards and waters. This city doesn't have a sewer; it has a sieve.
It turns out Wilmington hasn't been fixing even 1 or 2 percent of its worst sewage pipes each year. It just waits for them to rupture or loosen their grip on the next pipe. That's how the city finds out they need work.
