From the Federal Register:
The State of Florida is transferring 200,000 lb of commercial bluefish quota to the State of North Carolina from its 2006 quota. NOAA Fisheries has adjusted the quotas and announced the revised commercial quota for each state involved.
... Florida has agreed to transfer 200,000 lb (90,718 kg) of its 2006 commercial quota to North Carolina to cover unexpectedly high landings in North Carolina.
No comment, just wondering why a state would give up valuable quota. At about $0.23/lb (2004 market prices), this represents a $46,000 giveaway. Are there FL boats working NC waters? Is NC giving some bluefish quota back next year? some other quota this year? are the bluefish gone from FL?
