In a request revealed yesterday, local officials asked Obama for $200 million to get a rail line ready for construction. The line would combine elements of a streetcar proposal championed by Mayor Michael B. Coleman beginning in 2006 and the light-rail plan that the Central Ohio Transit Authority shelved in late 2005.

Obama had asked mayors and governors from across the nation to submit lists of public-works projects that could be started quickly if Congress approves his plan to spend an estimated $800 billion to $1 trillion to jolt the U.S. economy.
About half the money would go to local and state governments, and it largely would be used for construction projects that could put people to work quickly.
